Raymond Hinkel, 58, Norway, Iowa, entered a written guilty plea to trespassing. He was fined $148 including court costs. Hinkel was charged by Meskwkai Nation Tribal Police at the Meskwaki Bingo-Casino-Hotel. Hinkel has permanently self-banned himself from the casino in January, 2003, according to court records.

Records show gaming investigators at the Meskwaki Casino had warned Hinkel in November, 2005, and January, 2006.
