Union school board unanimously supports facility improvement plan

Bond referendum requiring supermajority planned for Nov. 4

LA PORTE CITY — Union Community School District Board of Directors unanimously support moving forward with a focused, fiscally responsible facility improvement plan. This plan addresses core issues including outdated infrastructure, safety and security gaps, and programming limitations due to space and layout inefficiencies.

“This plan represents more than construction projects – it’s an investment in our students, our staff, and the future of our communities,” Superintendent John Howard said. “It reflects the priorities we heard from our educators and staff, families, and community members and ensures our facilities remain safe, efficient, and adaptable for the years ahead.”

Project Priority: Improve Building Safety, Security, and Accessibility

Union CSD is committed to ensuring that all facilities are safe, secure, and accessible for students, staff, and visitors. This includes installing fire alarm and sprinkler systems, replacing outdated door hardware with intruder-resistant locksets, and upgrading restrooms to meet ADA. Safety-related upgrades are also a consistent focus across all campuses.

Project Priority: Modernize Aging Infrastructure and Systems

Many of the High School’s mechanical, electrical, and lighting systems are well past their useful life. The bond will fund new HVAC systems – including air conditioning at the high school and middle school gym – updated electrical service, LED lighting with modern controls, and critical roof replacements. These upgrades improve energy efficiency, comfort, and reliability districtwide.

Project Priority: Reconfigure Spaces to Support Current Educational and Program Needs

Spaces like the high school cafeteria, kitchen, locker rooms, media center, science labs, and FCS classrooms are outdated or inefficient. The proposed renovations relocate and repurpose these areas to better serve students and programs. Examples include a new kitchen and student commons on the main level, a reimagined locker room and athletic facilities to accommodate both boys and girls wrestling, and a modernized media center with improved accessibility.

Project Priority: Provide Long-Term Operational Value and Stewardship

This proposal reflects a scaled-back, needs-based solution in direct response to community feedback after the 2024 bond vote. With a reduced total cost and tax impact, the project still delivers critical improvements while maintaining fiscal responsibility. The inclusion of a long-needed bus barn – replacing a rented, inadequate facility – demonstrates commitment to protecting assets and supporting transportation operations efficiently.

This improvement plan positions Union Community Schools to meet the needs of today while creating opportunities for generations of students to come.

A general obligation bond referendum will require 60%+1 voter approval. Community members will have the opportunity to sign petitions to place the bond measure on the Nov. 4, 2025 election ballot.
