Tama County Board of Supervisors

Monday, Jan. 3 meeting

Monday morning was the organizational meeting for the Tama County Board of Supervisors. First District Supervisor Larry Vest, County Recorder Deborah Kupka, Tama County Treasurer Michelle Yuska and Tama County Attorney Brent Heeren were all sworn into office by County Auditor Laura Kopsa.

Second District Supervisor Kendall Jordan was elected Chairman for the year 2011 and First District Supervisor Larry Vest will take the position of Vice-Chairman. County Auditor Laura Kopsa was authorized to pay postage, express freight, wages and salaries prior to being audited by the Board of Supervisors. Kopsa was also authorized to pay all claims as signed by a majority of the Board of Supervisors in 2011.

The Tama News Herald, Tama, and the Traer Star Clipper, Traer, were designated official newspapers for Tama County for the year 2011.

The State Bank of Toledo was designated as a depository for 2011 for the County Auditor office in the amount of $20,000, the County Recorder in the amount of $125,000 and the County Sheriff in the amount of $200,000. The Farmer’s Savings Bank, Traer, and the Great Western Bank, Gladbrook were both designated for deposits up to $10,000 for the County Sheriff. The Lincoln Savings Bank,Tama, will also be designated for $25,000 deposit by the County Sheriff’s department.

The County Treasurer was authorized to deposit county funds of $3,000,000 in the Iowa Public Agency, Des Moines, $8,000,000 in the State Bank of Toledo, $1,000,000 in Dysart State Bank, Dysart, $1,000,000 in the Chelsea Savings Bank, Belle Plaine, Clutier, $7,000,000 in Lincoln Savings Bank, $5,000,000 in Great Western Bank Gladbrook, $6,000,000 in Home Federal Savings, Toledo, and $3,000,000 in United Bank & Trust, Marshalltown.

Chairman Kendall Jordan made the following appointments. Jordan will serve on the E911 Service Board, County Emergency Management Agency (EMA), Farm Administration (County Farm Rental), Heartland Insurance Alternate Trustee, Tama County Day Care (dba Kids Corner Daycare, Inc.), Northeast Iowa Response Group (NIRG), R.C. & D. Commission (DNR & U.S. Fish & Wildlife), Region VI Planning Commission Workforce Development, Alternate for the Central Iowa Juvenile Detention, Local Emergency Planning Committee (LEPC), and alternate for the Early Childhood, Board of Health Services and Livestock Evaluation.

Third District Supervisor Dan Wilkens was appointed to serve on the DECAT Executive Board (DHS), DHS Advisory Board, Livestock Evaluation, 6th Judicial District, Tama County Day Care, and SATUCI.

First District Supervisor Larry Vest will serve on the Local Emergency Planning Committee, Central Iowa Juvenile Detention, Early Childhood Iowa, Board of Health Services, Health Insurance Advisory Group, Health Insurance Contact Person for Information, Heartland Risk Pool Insurance County Trustee. All three board members will serve on the County Buildings including the Care Facility, Tama County Economic Development Commission, Tama County Mental Health and Landfill Commission. Lyle Brehm was reappointed to County Engineer, and as Safety Coordinator to the Risk Pool Insurance. Dirk Henle was appointed as a safety Coordinator to the Risk Pool Insurance as well as ADA Coordinator and Weed Commissioner Susan Jones, assistant to the County Engineer was appointed as Coordinator to the Heartland Insurance Plan. Todd Rickert was reappointed as Central Point of Coordination Director (CPC). Dr. Dennis Mallory was appointed as Medical Examiner.

Medical Examiner Investigators appointed were Brian Ellenbecker, Deputy Sheriff, Greg Johnson, Toledo EMS, Craig Karr, Deputy Sheriff, John Carr, Tama Police Department, Bruce McEltree and DalLynn McEltree, both of Toledo, Brian Drewry, Clutier. Elizabeth Ledvina was reappointed to Relief Director and Veterans Affairs. Bill Christiansen was appointed to Livestock Evaluation and reappointed as Zoning Administrator.

Holidays when County offices will be closed in 2011 are Presidents Day, Monday, February 21, Good Friday, April 22, Memorial Day, Monday May 30, July 4, Monday, Labor Day, Monday, September 5, Veterans Day, Friday, November 11, Thanksgiving on Thursday and Friday, November 24 and 25. Christmas Eve on Friday December 23 and Christmas Day on Monday December 26, New Years Day on Friday, December 30.

Regular meetings of the Tama County Board of Supervisors will continue to be on Monday each week at 9:30 a.m. unless changed for some reason.

Not less than 28 residents, equally divided into four areas, must be on the Tama County Compensation Commission for Condemnation Proceedings. Licensed Real Estate Brokers and Sales Persons are Ken Carson, Toledo, Harlan Dirks, Toledo, Luann Kithcart, Tama, Jamie Howard, Traer, Jason Lekin, Toledo, Julie Elliott, Dysart, David Dirks, Toledo, Ardene Cross, Clutier, Randy Van Dyk, Toledo, and Rob Wobeter, Toledo. Farm Owner operators include Gerald Raum and Mark Volkens of Gladbrook, Dave Bacon, Garwin, Rod Richardson and Wayne Wilcox, Tama, Barry Ewoldt, Traer, Roger Ferriss, Toledo, LeRoy Hoskey and Carl Wagner, Jr. Chelsea and Richard Krafka, Dysart.

Owners of Town property include Elmer Chalupsky of Elberon, Jay Whannel, Traer, Larry Frese, Chelsea, Kermit Brinkmeyer, Dysart, Charles Bearden, Gladbrook, Tracy Brady, Tama, and Bill Christensen, Joe Boll, Gaylan Musgrave and Chester Bearden, all of Toledo.

People with knowledge of Real Estate Values include Loren Lorenzen, Traer, Angie Kunch, Garwin, Kevin Eikamp and Rick Krug of Dysart, Steven Baumaier, Gladbrook, Ed Johnston, Chelsea, Mike Wedmore and Wayne Gray of Tama, Jake Jacobson and Byron Witt of Toledo.

Two Resolutions were approved. The first resolution was for the construction evaluation relating to the construction of a confinement feeding operation structure. The board of supervisors must conduct an evaluation of every construction permit application using the master matrix created in Iowa Code section 459.305

The second resolution was for temporary road closures. According to Section 306.41 of the Iowa Code, “The Agency having jurisdiction and control over any highway in the state or the chief engineer of the agency. When delegated by the agency they may temporarily close sections of a highway by formal resolution entered upon the minutes of the agency when reasonably necessary because of construction, reconstruction, maintenance or natural disaster and shall cause to be erected ROAD CLOSED signs and partial or total barricades in the roadway at each end of the closed highway section. Any road closed for over forty-eight hours must have a designated detour route.

County Engineer Lyle Brehm stated in his weekly road report icy conditions caused crews to go out last Friday. Brehm also told supervisors bids had been received at the Iowa DOT for the resurfacing of Highway E43 (Dupanda), from US. Highway 63 east to V18. The IDOT has sent the contract documents indicating the low bidder as Manatt’s with a bid of $2,461,015. The Board voted to send the unsigned contracts to the contractor and when it is returned signed he will request supervisors to approve the contract.

Claims approved for the past week came to $53,260.11.

Tama County Supervisors met Tuesday morning with Sheriff Dennis Kucera to discuss a new law which goes into effect on January 1, 2011. Kucera states the new law will allow individuals to carry weapons anywhere. Kucera’s concern is the safety of this law, since it would include individuals or the general public, bringing weapons such as firearms, illegal knives or explosives in county buildings.

Supervisors stated they have a county policy regarding county employees carrying any such weapons. Supervisors told Kucera there is a possibility the county could pass an ordinance regarding this to protect people in public buildings owned by the county.

No action was taken at this time but supervisors will take the issue under advisement and bring it back on the agenda at a later date.

The board did decide to post signs on all county buildings stating the county policy for employees.Claims approved for payment for the past week came to $56,641,10.
