Supervisors review new insurance info

Monday morning Tama county supervisors Larry Vest, Kendall Jordan and Dan Anderson, met with Tammy Wise, Tama County Insurance Administrator and Bernie Lowe from Bernie Lowe and Associates Inc. (Insurance Company), to discuss the health care policy in Tama County. Lowe stated tama County, a self funded group was actually in pretty good shape. Some numbers are lower than last year. Lowe stated the one biggest increase was in RX supplies, and that these expenses had gone up 37 percent. This was due to increases in drug prices.

Lowe explained the Trade Preferences Extension Act of 2015, signed into law by President Obama on June 29, significantly increases potential penalties for insurers and employers that fail to comply with the new Affordable Care Act Minimum Essential Coverage and Large Employer reporting requirements first due in 2016. IRS Code 6055 requires insurers and self insured plan sponsors to file reports with the IRS to verify whether an individual had Minimum Essential Coverage during a given calendar year to satisfy the Individual Mandate. IRS Code 6056 requires an “applicable large employer” to file reports with the IRS verifying whether it offered minimum value and affordable coverage to full time employees and their dependents in a given calendar year to satisfy the Employer Mandate.

Lowe gave supervisors a chart showing the increase in penalties, the new penalties being effective for returns and statements required to be filed in 2016 for the 2015 calendar year.

Supervisors approved a letter of understanding between Tama County Emergency Management and the Teamsters Local 238 Union. Tama County Emergency Management and Teamsters local 238 mutually agree that this letter of agreement relating to the payment of overtime shall remain in effect through the duration of the current collective bargaining agreement expiring June 30, 2017. The agreement amends section 9.3 regarding the calculation and payment overtime. The current practice of paying overtime after 40 hours in a 7 day period shall be amended to the new practice of overtime being paid over the employee’s regularly scheduled shift (8 or 10 hours) or after 40 hours in a 7 day period in compliance with the Fair Labor Standards Act. This went into effect July 1, 2015.

The Recorder and Sheriff Quarterly reports were reviewed and approved. The Sheriff’s report shows a beginning balance of $2053.07 with total receipts of $87187.17 and disbursements of $84,719.41, leaving a balance of $4520.83.

The Recorders report shows Recording Deeds, All UCC’s, Releases and Assignments, Affidavits Miscellaneous, Interest and Non Standard Fees in the amount of $16,330.10. RVVRS in the amount of $7908.75, Hunting and Fishing Licenses Writing Fees of $79.00, Real Estate Transfer Stamps for $3342.64, Auditor’s Transfer Fees for $1395.00, Records Management Fees for $740.00, Vital Statistics for $750.00. Total fees collected were 23,435.49. E-commerce fees already paid o the treasurer came to $740.00. Total amount remitted to the Treasurer of Tama County was $24175.49.

In other business permits were granted to Central Iowa Water Association for work to be done in Carlton Township and for Media Com for work along US. Highway 30 up to 3027 E Avenue.

Approval was also given for the Homestead and Military credit for Fiscal Year 2017 with the additions and removals appropriate.

Claims for the past week came to $262,523.44.
